**For prices subject to Tariff NS 8004 Series - Effective June 1, 2008:

The NS fuel surcharge of 9.2%, which became effective June 1, 2008, will change to 14.4% effective July 1, 2008 for all prices subject to the NS fuel surcharge as published in Freight Tariff NS 8004 -series.

For prices subject to Tariff NS 8003 Series - Effective July 1, 2006:

The NS fuel surcharge of 14.7%, which became effective June 1, 2008, will change to 18.6% effective July 1, 2008 for all prices subject to the NS fuel surcharge as published in Freight Tariff NS 8003-series.

For prices subject to the March 1, 2004 Fuel Surcharge Program:

The NS fuel surcharge of 36.0%, which became effective June 1, 2008, will change to 41.2% effective July 1, 2008 for all prices subject to the NS fuel surcharge as published in NS Conditions of Carriage 1-series and NS Conditions of Carriage 2-series.

The above-referenced fuel surcharge percentages are based on a monthly average price of $125.39 per barrel for West Texas Intermediate Crude Oil (WTI), determined from the daily closing price per barrel for WTI as published in the Wall Street Journal for the month of May 2008.

For prices subject to the June 30, 2000 Fuel Surcharge Program:

The NS fuel surcharge based on the WTI price per barrel for 30 consecutive Wall Street Journal publication days is currently at 34%, and at current WTI price levels is anticipated to increase in accordance with the following schedule:

· A 36% fuel surcharge effective June 17, 2008, with the WTI price per barrel remaining at or above $113.01 per barrel for 30 consecutive Wall Street Journal publication days through June 16, 2008;

· A 38% fuel surcharge effective June 18, 2008 with the WTI price per barrel remaining at or above $118.01 per barrel for 30 consecutive Wall Street Journal publication days through June 17, 2008;

· A 40% fuel surcharge effective June 20, 2008 with the WTI price per barrel remaining at or above $123.01 per barrel for 30 consecutive Wall Street Journal publication days through June 19, 2008;
